The testing is done by cruising at certain legal speed without being heavy on the pedal, meaning no heavy braking or slamming the pedal when the light turns green. It wont be fair if the tests are done in driving behaviours that rivals F1 drivers, wont it? It's the same advice to maximise fuel consumption; smooth on the throttle and avoid heavy braking.
